Space wolf level progression

I have reached level 16 and can level up to level 17 to reach my maximum character level. I done all missions and all type of optional missions , I grind them for resources but get no xp , I have been told that I or we the community can only achieve level 17 after buying and playing the necron DLC , is it true?
